This is why we need a NEW State's Attorney!

This my friends is a heartbreaking story and documents why
we need a NEW State's Attorney in Somerset County!




This predator, Jason Joerell Phillips, SHOULD have been incarcerated for a LONG time following his offenses dated May 2006. The current States Attorney and her Deputy DROPPED THE BALL and allowed this predator to plea out of more serious crimes in September of 2006 to settle on a lesser charge of Second Degree Assault. There is NO DOUBT prosecuting the First Degree Assault with the use of a Handgun during a Felony/Violent Crime would have locked this piece of human garbage up for a long time. He might have been still incarcerated on the morning of May 15, 2010 and this young woman would still be alive today to care for her children.

My sincerest apologies go out to this young woman's family for their terrible loss. Our laws and those sworn to uphold them should have worked better to protect those less capable of protecting themselves.

We can't allow this to EVER happen again in Somerset County.  This man preyed upon this woman and the system let him walk the streets. These kind of preadators need to be prosecuted to the fullest extent of the law.  How did this happen you ask, I have compiled a history of the court records surrounding this heartbreaking story so you can judge the system for yourself.

  1. While I agree that he is scum and should rot for what he has done, (jail is too good for him!), There is only so much you can do without a cooperating witness. They had just broken up a month earlier, even though he had been charged multiple times over the past 3 - 4 years with assult against her. Why on earth would she have kept going back to him and exposing herself and her 6 children to his violence?

  2. I have witnessed many individuals that are too weak to do the right thing. Justice, while being blind, should protect those too weak physically and/or mentally to protect themselves. If the law enforcement officer charged Mr. Phillips with the use of a handgun while assaulting Ms. Morris, whether it be First or Second Degree, the State's Attorney SHOULD have worked VERY hard to make those charges stick and incarcerate the defendant for as long as possible.

  3. BOTTOM LINE is DAN POWELL defended Thomas Leggs, the rapist and murderer of Sarah Foxwell. I don't need to say anymore.

  4. The Hickman campaign likes to keep pointing at the fact that Mr. Powell defended Mr. Leggs six years ago while he was an associate of a firm in Towson. Anyone familiar with law firms knows they are businesses and when an attorney is assigned a case he or she has no choice in whether they do the case or not. Also, the case was not a rape case. Anyone can see the facts for themselves if they care to go get the transcript (as I have) of the jury trial proceeding and the proceeding before the jury trial where Mr. Powell tried to plead Mr. Leggs guilty and the judge rejected the plea. The bottom line is Mr. Powell does his job, whether as a defense attorney or as a prosecutor, and he does it well. However, it is Mrs. Hickman and Mrs. Dean not doing their jobs that caused Ms. Morris' death and that is the truth. Besides Ms. Morris, perhaps residents of Somerset County should ask Mrs. Hickman and Mrs. Dean why a rape case against Troy Taylor was nolle pros by them on 7/19/06 (which if you check was the morning of the clam bake before the last election). If people don't know who Troy Taylor is, he is the man who killed Stevie Thomas and this case was dismissed before Stevie's murder. It is time for Somerset County residents to stop being put endanger by incompetence!

  5. I'm sure the list of attorney's that have defended Thomas Leggs is long and distinguished. In what way does that affect Mr. Powell's ability to be a good State's Attorney?

    If the above statement is accurate, I would say the Judge dropped the ball first in that case and then a jury of Wicomico County Citizens sealed that little girls fate.

    Juror's need to take their jobs a little more seriously!

  6. Too many cases end up nolle pros! If the cop is going to file the charges the State's Attorney should make every effort to prosecute. Otherwise, why are the cops out risking their lives to keep us all safe?

  7. Amen to this latest comment! I know all to personally how much time police officers put into a case, only to have it dismissed. Having said that, you all are missing the point here, and it's not hard, Mrs. Dean and Mrs. Hickman dont have the time to put into these cases as they're too busy worrying and scheming about their personal lives and their "recreational" activities. The general public hasnt a clue what goes on. Let's put someone in that office who is a true family man and actually has morals!

  8. I'm curious - what are the percentges of cases that have been plea barganed for each canditate? I seem to recall that Mr. Powell has quite the reputation of using that stragety as well!

  9. Well The powers that be , couldn't wait to pull that trash out of the bag, If you want to know the truth about Thomas Leggs. Check the court records , not a want-to-be States attorney( Hickman ) Isn't it pathetic that this S%$# comes up when the competition gets the upper hand in the race ?
